Chrome OS licenses are necessary for the use of many devices, such as the google-jamboard or video conferencing devices Hangout Meets. In other cases, they may be a complement very useful to convert a screen into a retail device, as with the Kiosk License, or to improve the work experience, with the Enterprise license.
